Citi Logik is a British technology company established in 2011 with funding from the UK Technology Strategy Board, to develop predictive analytics derived from anonymised mobile network data in compliance with UK data privacy laws and future EU regulations. Citi Logik comprises three divisions:
Data Processing Division. The Data Processing team operating under the leadership of the Technical Director, focuses on processing anonymised network data.
Enterprise Services division. Our Enterprise Services team manages complex assignments which require the deployment of professional services, predictive analytics and anonymised network data.
Business Solutions Division. The Business Solutions team delivers replicable data offerings and services to the Intelligent Mobility, Smarter Cities and Built Environment markets.

Stephen Leece, Managing Director
Most recently the General Manager for the Enterprise Sales division at Esri UK, the global leader in geographic information systems. He has also worked for the LexisNexis division of Reed Elsevier, QinetiQ, Swiss Post International and Accenture. He has particular expertise in developing new information services for Blue Chip companies and technology houses within the government, health, legal, financial services, media, telecommunications and transportation markets.
Formerly an Officer in the British Army, he has an MBA, has a post graduate in Civil Engineering, Urban Planning & Transport Systems and is a Fellow of the Royal Society of Arts, Manufacture & Commerce.
John Rands, Founder and Technical Director
The founder and lead technologist with a strong engineering background, John heads our growing technology team.
Previously a co-founder of WIN PLC and developed the WIN technology information platform and associated products and services used by mobile network operators, public utilities and retail banks. Prior to this he worked for Cognito, Bell South (UK) and Marconi Instruments.
The focus for the last 20 years has been the development and delivery of high volume real-time information systems; working closely with clients, he has achieved significant business enhancing services making use of the latest technologies including mobile, geospatial and distributed architecture systems.
David Carr, Chief Operating Officer
David brings deep operational and financial experience, together with broad experience of bringing together teams to deliver technology solutions to large numbers of customers.
Qualified as a Chartered Accountant with PwC, before being Group Chief Accountant at Kingfisher plc. Having run small businesses for 10 years, he became Finance Director for AOL Europe, then CFO for AOL UK. He was appointed to set up the AOL UK Broadband business, which he ran business for 5 years during which time customers grew from 5k to 1.5m, at which point it was acquired by TalkTalk.
After a time developing Online Strategy at Vodafone, he now provides leadership, operational and financial support to a number of technology businesses.
Philippe Perret, Head of Analytics
As a highly experienced transport modeller, Philippe brings an in-depth knowledge of transport planning to the team. Working at AECOM, a large multi disciplinary engineering consultancy for 14 years, Philippe project managed the development of large complex multi-modal models for the purpose of traffic and economic appraisal for key clients such as Highways England, Transport for London or the Department for Transport. Delivery driven, Philippe also worked in over 10 countries oversees supporting modelling projects using software packages such as SATURN, VISUM or VISSIM and developing bespoke tools for transport data analysis. During this period, Philippe focussed on using big data to develop more robust transport model baselines and was one of the pioneers in the use of mobile phone data for transport planning purposes in the UK.
Philippe is a qualified Ingenieur ESITC in France and holds an MSc in Transport and Road Engineering in the Netherlands. He is a Member of the Chartered Institution of Highways and Transportation.
Lourens Koen, Head of Professional Services
Lourens has over 19 years experience working as a consultant, project/programme manager and establishing and managing professional services for organisations within the GIS, IT and data solution industries.
Most recently Lourens worked for Exprodat, a global Oil and Gas consultancy firm, where he was responsible for implementing company wide business and project management processes. Prior to that he worked for Esri UK for 7 years where he was responsible for managing large complex data/GIS projects for customers including the Office for National Statistics, National Grid and the Department of Communities & Local Government.
Lourens is a qualified PRINCE2 Programme and Project Manager with extensive experience in risk management. Lourens holds a degree in Town and Regional Planning from the University of Pretoria, South Africa.
Mark Hawkins, Head of Sales
Mark brings 26 years of experience delivering solutions to customers across diverse markets, including Private and Public Sector and Central Government. Mark has a successful record in developing a partner centric model and brings this strategic approach to partnering to Citi Logik’s Senior Management Team.
Most recently Mark worked for Landmark Information Group, where he was responsible for driving strategic partner relationships. Prior to that he worked at Capita where he established their International go to market strategy. Mark has also worked for Avnet, where he was responsible for their mobile division and achieved healthy year on year growth.
Simon Christopher, Head of Commercial
Simon is a highly experienced Account Manager and Sales Manager, with a background in online data. He spent 17 years at LexisNexis Group, a market leading provider of legal, tax, KYC and news solutions, most recently as Sales Manager of their Public Sector team.
Simon has over 20 years’ experience in providing customers with the services they need, building long term multi-layered customer relationships and managing complex accounts. Simon won numerous awards during his time at LexisNexis including 10 “Top Ten Achiever Awards”, a “Best Renewal of the Year Award”, a “Highest New Business Award” and a “Number 1 Sales Performer Award”.
Seth Lynch, Database Developer
Seth has over 15 years’ experience as a database developer working for both the public and private sector in the UK, Isle of Man and Switzerland. He has been using SQL server since version 7.5.
Most recently Seth worked as the Database Services Manager for Capita, where he was the technical lead as well as managing a team of DBAs. He has skills in both SQL Server development and administration.
Outside of work Seth writes Crime Friction and is a member of The Crime Writers’ Association.
Miranda Pont, Head of Customer Services
Miranda is an experienced customer services executive with expertise in environmental products incorporating geo-spatial services and diverse sets of data. Most recently she worked for Landmark Information Group, with responsibility for Customer Services in the market leading ‘Envirocheck’ suite of environmental data products. Her experience encompasses product development, platform sales, customer relationship management and the operational aspects of a geo data services.
Miranda comes with 15 years experience in the private, public and voluntary sectors both in the UK and the USA including for the Environment Agency in water resource management, for DEFRA in the agricultural Environmental Impact Assessment team and for the Nevada Conservation Corps. Miranda has a BSc in Geography.
